update for January 15-19:

Main Street will be re-opened to traffic this afternoon, Friday January 12th.  Detour signage will likely be removed Monday January 15th, weather dependent.

The traffic signals at Messenger and Marshall will initially become active in “flashing mode”, and are anticipated to be fully functional by Friday January 19th.

The catenary lighting systems at Eau Claire and Newton will also be functional, however, the catenary lights were manufactured incorrectly with inadequate bulb spacing.  This resulted in the lighting segments to be too short causing gaps without lights near every pole connection. The catenary lights have been rejected due to noncompliance with specifications.  The catenary lights will be replaced in the spring, which will require another short term closure of Main Street, anticipated to be less than one week.

Main Street property owners are reminded by the Community Services Department (CSD) that damage to sidewalks, trees, tree cells, etc in the street right-of way caused by private snow removal operations are the responsibility of the property owner.  Please contact the Community Services Department at  715-234-7402 if you have any questions or concerns.

Update for January 8-12:

Main Street will be closed the week of January 8-12, beginning early Monday morning.  Detour routes will be re-established.  It is anticipated that the closure will last up to two weeks, and the reopening date will be dependent upon completion of the work. 

During the current closure of Main Street, work will occur on traffic signals and catenary lights in all intersections between Messenger Street and Marshall Street.  Main Street will be closed completely to through traffic along with closure of side street crossings from Messenger Street to Marshall Street.  Side streets will be reopened when it becomes possible during this time, as completion of the work progresses.     

Update For January 1-5 and January 8-12:

Main Street will not be closed the week of January 1-5.  However, at this time Main Street will be closed beginning January 8th, for up to 2 weeks.  The starting date may change slightly depending upon the weather forecast and the reopening date will be dependent upon completion of the work.

Main Street will not be closed the weeks of December 18-22 or December 25-29.  City Council took action to postpone the re-closure of Main Street until January.

update for November 20-24:

Main Street will be opened to traffic tomorrow morning, Nov. 17th.  A temporary closure by local law enforcement will then take place during the Governor’s visit and ribbon cutting ceremony.

4-way stop signs will be installed at the intersections of Messenger and Marshall Streets and stay in place until the traffic signals are installed and operational.  The tentative date to temporarily reclose Main Street for installation of the overhead traffic signals is Dec. 4-8.  The current Main Street detour will remain in place until the project is completed.  Please remember that Main Street is still a construction zone and workers will be present until the project is finished.

The installation of catenary lights is expected to continue this week and the week of Dec. 4-8. 

The revised tentative completion date for the traffic signals, pending delivery of all equipment, and reopening of Main Street will now be Dec 8th.  

The installation of landscape furnishings including bike racks, planters and benches are anticipated for spring 2024. The removal and replacement of some areas of defective concrete sidewalk is also anticipated for the spring of 2024.

update for November 13-17:

The installation of catenary lights is expected this week.  The completion of sod and other landscaping items is also anticipated this week.

The delivery of traffic signal materials has been delayed to approximately Nov 17th.  Therefore, the completion of traffic signals has been delayed to the current anticipated completion date of Dec 1st.  Per the construction contract with Haas Sons, Inc., the required final completion date for the project is December 1st.

The City Council Meeting agenda for next Tuesday’s regularly scheduled meeting has been modified to include the consideration of funding additional traffic control costs to enable Main Street to be opened by November 17th as anticipated. If approved, it is anticipated that Main Street would have short term (daily) closures while overhead traffic signal work is performed at both Messenger Street and Marshall Street.  

Also this week the post-construction building/foundation survey will be completed.  Please allow access to Main Street buildings, as provided in May for the preconstruction survey.

The installation of catenary light cables and lights at the Eau Claire Street and Newton Street intersections are planned for this week.

This week we also anticipate mulch around trees, starting pavement marking, and delivery of traffic signal materials on the 3rd.

At this time it is anticipated that Main Street will be fully open to traffic on November 17th.

update for October 23-27:

The installation of catenary light poles at the Eau Claire Street and Newton Street intersections is planned for Monday.

Completion of street lighting is anticipated this week.

Work anticipated the week of October 30 to November 3 includes: pavement marking, mulch around trees, delivery of traffic signal materials on the 3rd.

At this time it is anticipated that Main Street will be fully open to traffic on November 17th.

Sidewalk construction is expected to continue for the next week until approximately October 20th.  Concrete pavement joint sealing is also underway.

Street light installation is being completed and the north section, from Marshall Street to Evans Street, was activated yesterday.  The remaining blocks will be put into service soon. 

Also anticipated to be completed in the next two weeks:  Median pavement, remaining asphalt paving along parking areas, and catenary light pole bases and poles at the Eau Claire Street and Newton Street intersections.

Tree planting and seeding work is still anticipated the last week of October.   

Work in early November is expected to include pavement marking, traffic signals, signs, etc. 

At this time the installation of landscape furnishings such as bike racks, planters and benches are anticipated for spring 2024.

Concrete surfacing will require multiple steps to complete curbs, roadway pavement, sidewalks, and colored crosswalks, and allow time for concrete to cure to full strength.  

Please continue to use alleys, side street parking, and gravel walking areas to visit Main Street businesses.  Access across Main St. at Messenger St. will be available for truck traffic.  Other side street crossings remain completely closed, and no access is allowed onto Main Street, from the south, north, side streets, or parking lots.   Likewise, access through the parking lot near the Chamber of Commerce Building is not allowed and barricades here or elsewhere on the project should not be moved.    

July 20, 2023 - update for july 24-28:

Concrete paving will begin the morning of Friday, July 21 with the northbound travel lane all the way from Evans St. to Water St., followed by the southbound lane planned for Monday, July 24.  Noisy sawcutting will immediately follow the concrete paving, lasting overnight Friday to Saturday morning, and again overnight Monday.

There will be little other construction taking place during the remainder of the week while the mainline concrete is curing.  Some grading or removals may occur in anticipation of curbs and other concrete paving occurring in the following weeks. 

Please continue to use alleys, side street parking, and remaining sidewalks to visit Main Street businesses.  During concrete paving operations and until full strength of concrete curing is reached, no side street crossings of Main will be open to traffic, until at least Friday, July 28 or later.  Please note that there is no access available to Lakeshore Drive from the south (behind the Chamber of Commerce Building).  Barricades have been added in this location.    

july 14, 2023 - update for July 17-21:

Street gravel placement operations will continue early this week.  Side street crossings of Main Street will continue to be passable with a gravel surface most of the week.  It is anticipated that Thursday and Friday final grading preparations for concrete street paving will occur in advance of concrete paving operations expected to start Monday July 24th.

July 7, 2023 - update for July 10-14:

Sanitary sewer, watermain, and storm sewer improvements are all now substantially complete, except one remaining water service connection and removal of a few existing hydrants. 

Street grading activities including the installation of tree soil cells and gravel base will continue this week from Eau Claire Street to the South.  At this point it is likely that concrete pavement will begin approximately July 20th.

June 30, 2023 - Update for July 3-7:

For the 4th of July weekend and fireworks:  Side street crossings will all be passable except Newton Street.  Please drive carefully.  No parking on Main Street.

Tuesday at 8:00AM there is a planned water service interruption in the vicinity of Eau Claire Street intersection.      

No work will occur on Friday this week to accommodate the additional Aquafest traffic and activities.   

May 26, 2023 - For the week of May 30 – June 2:

Main Street businesses are open!  Please use the Wilson Avenue detour route, side streets, newly paved alleys, and Main Street sidewalks left in place for use during construction.  Note - side street crossings of Main Street will be open when possible, but please watch traffic control signs on a daily basis.

No work will occur Monday in observance of Memorial Day. 

Main Street is now closed from Evans Street to the north edge of Newton Street.  Sanitary sewer and watermain work has started.  Businesses and residents may experience planned short-term water service interruptions, in which affected properties will typically be notified by a “door hanger” notice with the details.  There is also a chance of an unexpected water service interruption in the project area.  Every effort will be made to minimize the duration of both planned and unplanned water service interruptions.    

Tuesday at 8:00AM is the first planned water service interruption which will affect several blocks near the north end of the project.  East Evans Street, West Evans Street, Main Street (between Humbird and Stout), and East Douglas Streets will all see this water service interruption Tuesday morning.  We expect there will be an additional planned water service interruption later in the week affecting properties in the Humbird Street area as well.    

May 19, 2023 - For the week of May 22-26:

Alleys are complete and available for use.  Garbage dumpsters will be returned to normal alley locations.  

Main Street closure from Evans Street to Messenger Street will be posted Monday.  Two Main Street detour routes will also be posted Monday.  The Main Street “through traffic” detour will be posted west on Allen Street, north on Wisconsin Avenue, to Knapp Street.  The Main Street local traffic detour will be posted west on Messenger, north on Wilson Avenue, to Knapp Street.  

Beginning this week - trees, street lights, Marshall Street traffic signals, pavement, and curbs will be removed between Evans Street and Eau Claire Street.  Sanitary sewer work is anticipated to start Thursday with the Evans Street intersection, and will progress through intersections from North to South.   

may 12, 2023 - For the week of May 15-19:

Alleys will remain unpassable to the public this week and asphalt paving of the alleys is expected throughout the week.   

Garbage dumpsters will remain in temporary locations until the week of May 22nd. 

Main Street closure from Evans Street to Messenger Street is expected Monday May 22, but could potentially occur Friday the 19th if the contractor is ahead of schedule.

At the time of Main Street closure, two detour routes will be posted.  The Main Street “through traffic” detour will be posted west on Allen Street, north on Wisconsin Avenue, to Knapp Street. 

The Main Street local traffic detour will be posted west on Messenger, north on Wilson Avenue, to Knapp Street.   

May 4, 2023 - For the week of May 8-12:

Alleys remain unpassable to the public this week.  Concrete aprons are curing.  Alley asphalt removals and preparation for alley paving will continue this week.

Asphalt paving of the alleys is planned for the week of May 15th.  Garbage dumpsters will remain in temporary locations until the week of May 22nd. 

Vibra-Tech (subcontractor to Haas Sons) is continuing basement foundation surveys so please allow them permission to access your building/basement as requested.

Monarch Paving is working on alley private paving quotations and will respond this week so removals may be efficiently completed before paving.     

April 28, 2023 - For the week of May 1-5:

This week alleys will be barricaded and unpassable to the public during removal of alley pavement and removal of a few concrete aprons. 

Late this week we anticipate concrete aprons being replaced which will require approximately one week to cure before the concrete can handle traffic.   

Garbage service is being coordinated by Haas Sons and Republic Services. Daily pickups will continue to the extent possible. Dumpsters may need to be temporarily relocated if truck access is not possible for certain blocks.

Utility work in the alleys is expected to continue for the next two weeks, including restoration of some concrete sidewalks and aprons. 

Removal of alley pavement is tentatively expected the week of May 1.   Alley paving is tentatively planned for mid-May, at which time Main Street construction will start.

As of March 27, 2023 - Gas utility upgrades and private sewer service replacements may be occurring in the Main Street alleys.  Short term alley traffic interruptions may be possible the next month.


PREFERRED ALTERNATIVE

The Rice Lake City Council selected Option C to move forward into design on July 12, 2022.

About the project

The City of Rice Lake is reconstructing Main Street from Water Street to Evans Street. Main Street is an important north-south route and key multi-lane transportation corridor within the City of Rice Lake.

The condition of Main Street has increasingly degraded over time as a result of heavy automobile use. Poor drainage beneath the concrete has resulted in the heaving of the roadway, cracks in the asphalt, and persistent surface deterioration. It’s necessary that the community re-envision the street as an active corridor with character that has the potential to serve as more than just a heavily traveled automobile route.

The re-envisioning of Main Street will include roadway reconstruction, installation of storm sewers and structures, and the addition of new pedestrian and bicycle facilities that will improve safety and comfort for all users of the roadway.

Design additions that contribute to neighborhood identity, decrease automobile speeds, and improve active transportation opportunities through improved access and safety measures are anticipated to be a primary focus during the project.

This project has been partially funded by the Neighborhood Investment Grant. The Neighborhood Investment Grant provides American Rescue Plan Act (ARPA) funding directly to this project from the State of Wisconsin. In Wisconsin, this funding was prioritized to projects considered to be transformational to a community, making a significant improvement and long-term investment, and having wide reaching benefits to the community.

Funding was provided to reconstruct Rice Lake's Main Street for those reasons. The project is being designed to help strengthen Rice Lake's downtown and to continue to build upon successes and its importance to the community. Improvements to traffic movement, streetscaping and enhanced pedestrian safety features are all anticipated along the corridor being reconstructed.
